دور الملجس الوطني الاقتصادي والاجتماعي والبيئي في ظل المرسوم الرئاسي رقم 21-37

الملخص
يعد المجلس الاقتصادي و الاجتماعي من أهم الهيئات الاستشارية في الجزائر ، إذ يؤدي مهاما متعددة ابرزها تقديم الاستشارة للسلطة التنفيذية، وتنشيط الحوار والتشاور الاقتصادي والاجتماعي . لقد مر المجلس منذ نشأته سنة 1963 بعدة مراحل تعكس الوضعية الاقتصادية والسياسية في الدولة، وفي كل مرحلة عرف تغيرا من حيث تشكيلته ومهامه، والتي تميزت بجعله جهازا تقنيا يقدم الاستشارة والخبرة من جهة، وجهازا للتمثيل السياسي من جهة أخرى. لكن ومن خلال المرسوم الرئاسي 21-37 عرف المجلس تغيرا وتطورا ملحوظا في صلاحياته لا مثيل لها في النصوص التي سبقته، حيث تميز المجلس أنه إطار للحوار و التشاور بالدرجة الاولى، ثم مستشار للحكومة.. وأخيرا و هو ألأهم يلعب المجلس دور الحاضن والمؤطر للمجتمع المدني والحامي لمصالح الدولة من جهة أخرى . The Economic and Social Council is one of the most important advisory bodies in Algeria, as it performs multiple tasks, most notably providing advice to the executive authority, and activating the economic and social dialogue. Since its inception in 1963, the Council has passed through several stages that reflect the economic and political situation in the state, and in each stage it has witnessed a change in terms of its composition and tasks, which was characterized by making it a guerrilla body that provides advice and expertise on the one hand, and an organ of political representation on the other. However, through Presidential Decree 21-37, the Council witnessed a remarkable change and development in its powers unparalleled in the texts that preceded it, as the Council was distinguished as a framework for dialogue and consultation in the first place, and then an advisor to the government. Finally, and most importantly, the Council plays the role of the incubator and framer of civil society and the protector of the interests of the state on the other hand.
