الملخص

نسعى من خلال هذه الورقة البحثية، طرح رؤية تصورية سوسيو تنظيمية، من أجل الوصول لإدارة الكترونية فعالة انطلاقا من المدلولات المفاهيمية لتكنولوجيا المعلومات والإدارة الإلكترونية، مع الإشارة للجانب المادي والتنظيمي كروافد أساسية لتفعيل نسق تكنولوجيا المعلومات، إضافة إلى المورد البشري كعنصر داعم ومحور عملية البناء، مؤديا الوظائف الإدارية بفعالية في ظل تكنولوجيا المعلومات، وذلك بما يسهم في تحسين الخدمة العمومية وتجويدها في المؤسسات الجزائرية بما يتماشى ومتطلبات تغيرات البيئة الخارجية في مقدمتها عامل التكنولوجيا الحديثة. Abstract Through this paper, we seek to present a visionary organizational vision in order to achieve effective electronic management based on the conceptual connotations of information technology and electronic management, with reference to the physical and organizational aspects as the main tributaries to activate the format of information technology, in addition to the human resource as a support and the focus of the construction process, Performing administrative functions in the light of information technology, which contributes to the improvement of public service in Algerian institutions, in line with the requirements of changes in the external environment in the forefront of information technology. Résumé À travers cet article, nous cherchons à présenter une vision organisationnelle visionnaire afin de parvenir à une gestion électronique efficace basée sur les connotations conceptuelles de la technologie de l'information et de la gestion électronique, en faisant référence aux aspects physiques et organisationnels en tant que tributaires principaux pour activer le format de la technologie de l'information, en plus de la ressource humaine en tant que support et centre du processus de construction, Exécuter des fonctions administratives à la lumière de la technologie de l'information, ce qui contribue à l'amélioration du service public dans les institutions algériennes, conformément aux exigences de l'évolution de l'environnement extérieur à la pointe de la technologie de l'information.
