الملخص
الملخص يحتل الملك مكانة هامة في النظام البرلماني بحكم صلاحياته في العملية السياسية والممنوحة له بموجب الدستور او العرف ، فمن خلاله تتجسد إرادة الشعب التي يمارسها بواسطة ممثليه الذين يشكلون المؤسسة التشريعية في مقابل السلطة التنفيذية ، وفقا لمبدأ الفصل بين السلطات . يضطلع الملك في العراق وفق دستور (القانون الاساسي) العراق لسنة 1925 بدور هام في المجال التشريعي باعتباره حاملاَ لراية الشعب ومؤثراً في صنع السياسات العامة ، فضلاً الصلاحيات الاخرى والممنوحة له بموجب الدستور والتي يمارسها من خلال النواب وفق صلاحياتهم باعتبارهم ممثلين لمجموع الناخبين الذين فوضوهم هذا الحق من اجل تحقيق المصلحة الوطنية . تتحكم عوامل عديدة في مستوى اداء الملك وفعاليته ، من أهمها الدستور حيث أن فعالية أداء المؤسسة التنفيذية ممثلة بـ(الملك) يرتبط ارتباطا وثيقا بمستوى هذه الصلاحيات وهذا بدوره ينعكس عليها بشكل مباشر على مستوى اداء النظام السياسي بكامله ، فضلاً عن كونه يعد مؤشرا على وجود اختلالات في الأداء البرلماني برمته .
