الملخص
لقد شكل المجتمع المدني محور اهتمام الدراسات الاجتماعية، بالنظر إلى أشكاله وطرق ممارسته لنشاطه والمؤسسات المنخرطة فيه، حيث يعتبر المؤطر لتدخل الفرد في كافة المجالات، خاصة في مجال تحسين جمالية المدينة وتهيئتها الحضرية، هذه المشاركة التي تعرف مجموعة معوقات تحول دون أداء المجتمع المدني لأدواره. هذه الورقة اهي محاولة لمعرفة أهم المعوقات التي تقف أمام أداء المجتمع المدني لأدواره في المشاركة في التهيئة الحضرية للمدينة. Civil society has been the focus of interest in social studies, given its forms and methods of practicing its activity and the institutions involved in it, as the framework for individual intervention in all fields, especially in the field of improving the aesthetics of the city and its urban preparation, this participation defines a set of obstacles that prevent civil society from performing its roles. This reading is an attempt to find out the most important obstacles that hinder the performance of civil society in its roles in participating in the urban preparation of the city.
