الملخص

إن تطور المجتمعات وتنميتها مرهون بمدى اهتمام المؤسسات والهيئات البحثية بجودة البحوث العلمية، بحيث يُعد البحث العلمي أحد أهم المقاييس والمؤشرات التي يُقاس بها واقع المجتمع، لذا لا بد من اعداد وتفعيل القوى البشرية ذات الخبرة والكفاءة القادرة على معالجة مختلف مشاكل المجتمع. نهدف من خلال هذه الدراسة إلى تسليط الضوء على جودة البحوث العلمية في الجزائر، وذلك من خلال التطرق إلى ماهية البحوث العلمية ومعرفة أنواعها وإبراز أهم أركانها وشروطها، ومن ثم الانتقال إلى رصد معايير البحث العلمي وجودته وصفات الباحث العلمي الجيد، وصولاً إلى التعرف على نظام الجودة للبحوث العلمية في الجزائر، ومعرفة أهم سبل تحقيق تلك الجودة، وتكمن أهمية تلك الدراسة في كونها مسألة واضحة المعالم ولكنها مهملة الاهتمام من قِبل الجهات البحثية المسؤولة عنها، بحيث أصبح من الضرورة وضع أسس ومرتكزات لها للنهوض بهذا الجانب. The development and development of societies depends on the extent to which research institutions are concerned with the quality of scientific research, scientific research is one of the most important standards and indicators by which the reality of society is measured, therefore, it is necessary to prepare and activate manpower with expertise and efficiency capable of solving the various problems of society. We aim through this study to focus on the quality of scientific research in Algeria, by identifying the nature of scientific research, knowing its types, and highlighting its most important pillars and conditions, and then move to monitoring the standards and quality of scientific research and the qualities of a good scientific researcher, in order to identify the quality system for scientific research in Algeria, knowing the most important ways to achieve this quality, and the importance of this study lies in being a clear-cut issue, but it is neglected by the research authorities responsible for it, so that it has become necessary to lay the foundations for it to advance this aspect.
