الملخص
كانت فترة تفشي مرض كوفيد 19 ولا تزال افضل فترة للتحقق فيما اذا كانت الدولة رخوة ام صلبة وبعبارة اخرى ما هو الاثر وكيف تم التعامل معه ؟ تهدف الدراسة الحالية التركيز على التفكير خارج الصندوق أي التفكير غير النمطي لمعالجة سمات الدولة الرخوة , فهذه الدولة سبب اساسي ورئيس للهجرة وطلب اللجوء . الفساد في ظل هذه الدولة يتعايش ويكون علني ولا يخاف من احد فالمجتمع من وجه نظر تلك الدولة اما واضع للقانون فهو يخرقه او مستفيد من منظومة الفساد. من ابرز التوصيات التي توصلت اليها الدراسة هي ان العصف الذهني اداة للخروج بأفكار غير نمطية لتخفيف حدة الدولة الرخوة وتخفيض حالات الهجرة وطلب اللجوء The period of the Covid 19 disease outbreak was and is still the best period for verifying whether the state is soft or solid, in other words what is the impact and how it was dealt with? The current study aims to focus on thinking outside the box, ie atypical thinking, to address the characteristics of the soft state, as this state is a main reason for immigration and asylum application. Corruption in this state coexists and is overt and is not afraid of anyone. Society, from the point of view of that state, The author of the law is violating it, he violates it or benefits from the system of corruption. One of the most prominent recommendations reached by the study is that brainstorming is a tool for generating atypical ideas to alleviate the severity of the soft state and reduce immigration and asylum cases La période de l'épidémie de maladie de Covid-19 a été et reste la meilleure période pour vérifier si le pays est mou ou solide, en d'autres termes quel en est l'impact et comment a-t-il été traité? L'étude actuelle vise à se concentrer sur la réflexion en dehors des sentiers battus, c'est-à-dire la pensée atypique, pour aborder les caractéristiques de l'état souple, car cet état est l'une des principales raisons de demande d'immigration et d'asile. La corruption dans l'ombre de cet État coexiste et est manifeste et n'a peur de personne: la société, du point de vue de cet État, est soit l'auteur de la loi, soit elle la viole, soit elle profite du système de corruption. L'une des recommandations les plus importantes de l'étude est que le brainstorming est un outil pour générer des idées atypiques pour atténuer la gravité de l'état mou et réduire les cas d'immigration et d'asile.
