القطاع الفلاحي في الجزائر: تقييم للأداء وتحليل لأهم العوائق التي يواجهها خلال الفترة (2000-2018)

الملخص
ملخص: نهدف من خلال هذه الدراسة إلى تقييم أداء القطاع الفلاحي في الجزائر خلال الفترة (2000-2018)، مع مناقشة أهم المعيقات التي يعاني منها، معتمدين على المنهجين الوصفي والتحليلي. وقد توصلنا إلى مجموعة من النتائج أهمها: تعبر المجهودات المالية الموجهة للاستثمار الفلاحي عن إرادة الجزائر في دفع عجلة التنمية، لكنها تبقى رهينة التقلبات في سوق النفط، ما يفسر تذبذبها. يعد الأداء الاقتصادي للقطاع الفلاحي ضعيف، وهو ما يتضح من خلال العجز الكبير الذي يعاني منه كل من الميزانين التجاري الفلاحي والغذائي، وكذا ضعف مساهمته في الناتج المحلي الخام. تعاني الفلاحة الجزائرية من العديد من المعيقات، أهمها: ضعف استخدام المكننة، الأسمدة والمبيدات الحشرية، ضعف الاستثمار الخاص الوطني والأجنبي، وتعتبر الندرة المائية أهم عائق تواجهه. الكلمات المفتاحية: قطاع فلاحي؛ الجزائر؛ أداء؛ عوائق. Abstract : This study aims to evaluate the performance of the agricultural sector in Algeria during the period (2000-2018), with a discussion of the most important constraints that it’s suffering, relying on descriptive and analytical approaches. A set of results have been reached, the most important of which are: the financial efforts directed at agricultural investment express Algeria's will to promote development, but it remains hostage to fluctuations in the oil market, which explains its volatility. The economic performance of the agricultural sector in Algeria is weak, as evidenced by the large deficit of the agricultural and the food trade balances, as well as the faintness of its contribution to the GDP. The Algerian agriculture suffers from many obstacles: the weakness use of machinery, fertilizers and pesticides, the weakness of the national and foreign private investment, water scarcity is considered as the most important obstacle its faces. Résumé : Cette étude vise à évaluer la performance du secteur agricole en Algérie, au cours de la période (2000-2018), avec une discussion des contraintes les plus importantes dont il souffre, en nous appuyant sur des approches descriptives et analytiques. Un ensemble de résultats a été atteint, dont les plus importants sont: les efforts financiers orientés vers l'investissement agricole expriment la volonté de l'Algérie de promouvoir le développement, mais elle reste otage des fluctuations du marché pétrolier, ce qui explique sa volatilité. La performance économique du secteur agricole en Algérie est faible, comme en témoigne l'important déficit des balances commerciales agricoles et alimentaires, ainsi que la faiblesse de sa contribution au PIB. L'agriculture algérienne souffre de nombreux obstacles: la faiblesse de l'utilisation des machines, des engrais et des pesticides, la faiblesse des investissements privés nationaux et étrangers, la rareté de l'eau est considérée comme l'obstacle le plus important auquel elle est confrontée.
