الجامعة الجزائرية بين السياسات المرسومة ودواعي الإصلاح

الملخص
الملخص: مرت الجامعة الجزائرية على غرار المؤسسات العمومية في الجزائر، بمراحل عديدة، ساهمت في بلورة مفهوم جديد للتعليم العالي، من خلال ما رُسم من خطط سياسات إصلاح و تطوير لهذا القطاع الحساس، أملتها ظروف داخلية لحاجة البلاد لتخصصات جديدة، وأخرى خارجية كالعولمة ومقاييس الجودة المعمول بها دوليا. ولمواكبة التسارع التكنولوجي الحاصل في العالم، توجب على النظام السياسي في الجزائر رسم سياسات تعليمية من شأنها تدارك التأخر الرهيب للجامعة وما تفرزه من إنتاج علمي هزيل لا يرق للتصنيف المعمول به دوليا. والجزائر ليست مخيرة على السير قدما نحو توجيه سياسات إصلاح جادة تكفل لها النهوض بالجامعة الجزائرية والارتقاء بالبحث العلمي، ولعب دورها في خدمة بالمجتمع من خلال أنتاج عناصر بشرية فاعلة ومنتجة تساهم في تقدم البلاد اقتصاديا وثقافية ضمن أرضية اجتماعية خصبة وإرادة سياسية حقيقية. الكلمات المفتاحية: الجامعة، الإصلاح السياسي، العولمة، الجودة Abstract: The Algerian University, along the lines of Algeria's public institutions, has been at several stages involved in the development of a new concept of higher education through plans for reform and development of this sensitive sector, dictated by internal conditions in which the country needs new disciplines and external disciplines such as globalization and international standards of quality. In order to keep pace with the technological acceleration of the world, Algeria's political system had to design educational policies that would make up for the terrible delays of the University and its poor scientific output, which did not meet the internationally recognized standards. Algeria is not in a position to move forward towards serious reform policies that will ensure the advancement of Algerian universities and scientific research. It will play its role in the service of society through the production of human actors and producers that will contribute to the country's economic and cultural progress within a rich social environment and genuine political will.
