الأليات الدولية لحماية البيئة

الملخص
على غرار المنظمات والجهود الدولية الرامية لحماية البيئة، بذلت الدول والمنظمات الإقليمية من جهتها جهود حثيثة ومعتبرة في سبيل وضع الأطر القانونية الاتفاقية اللازمة لضمان توفير حماية للبيئة وحمايتها من الأنشطة والاعتداءات والممارسات الضارة بسلامتها، حيث قامت هذه الأخيرة بالت ا زمن مع الجهد الدولي الشامل للنطاق العالمي ككل ببذل جهود معتبرة على النطاق الإقليمي بهدف توفير الحماية القانونية الضرورية للبيئة الإقليمية، وأثمر ذلك إبرام طائفة من الإتفاقيات الإقليمية البيئية. وتتمثل أهداف الدراسة: في تسليط الضوء على المنظمات الدولية الحكومية وغير الحكومية ودورها في حماية البيئية على المستويين الدولي والإقليمي، والتطرق لأهم الإتفاقيات الدولية والإقليمية المعنية بحماية البيئة، ودراسة الآليات والوسائل والأدوات المنبثقة عنها في مجال حماية البيئة. ولا غرو في ضرورة لاعتراف، بأن القوانين التي صدرت في مجال حماية البيئة، قد حققت قدرا لَا بأس به من أهدافها المنشودة، إلاَ أنه في المقابل؛ لاَ يمكننا إغفال حقيقة لاَ مناص بشأنها، وهي أن جرائم البيئة في عصرنا الراهن، فقد تطورت تطورا ملحوظا لم يشيده العالم من قبل، كلَ أبالغ في القول من أن هذه النوعية من الجرائم غدت من أخطر أنواع الإجرام المنظم كأكثرها ضرار، لدرجة أنها أصبحت من أهم التحديات التي تواجه الدول وحكوماتها في مطلع القرن الواحد كالعشرين، لَارتباط هذه الجرائم بحياة الشعوب كسلامة البشرية جمعاء.
