الملخص
الملخص: تناقش الدراسة تأثير تشابك المصالح وضبابية الأهداف بين مختلف القوى والأحزاب السياسية الفاعلة على الأداء السياسي العراقي في التوازنات الإقليمية، وما افرزه الواقع الجديد، الذي فرضته التبدلات الجوهرية التي طرأت على البلد بعد تغيير النظام السياسي عام 2003، من انعكاسات واضحة على المشهد السياسي الداخلي ومن ثم على مجمل الأداء السياسي العراقي بشقيه الداخلي والخارجي. وتسلط الدراسة الضوء على الأداء السياسي العراقي وتحليله بصورة علمية، مع تشخيص بعض المحددات والمعوقات التي تؤثر بشكل او باخر على اداءه لدور واضح في توازنات البيئة الإقليمية المضطربة، في ظل عدم تحديد المصالح العليا للبلد ووجود ضبابية في الأهداف المشتركة بين مختلف الفاعلين السياسيين. فيما تتمثل إشكالية الدراسة بسؤال مركزي يتعلق بمدى تأثير تشابك المصالح الوطنية بين القوى الفاعلة في المشهد السياسي العراقي، وفق رؤية وتفسير كل منها، فضلاً عما يشكله ضبابية الأهداف بينها في تحركات الأداء السياسي العراقي في التوازنات الإقليمية، مع طرح جدلية "بان هناك عدم وضوح بالرؤى والاهداف والمصالح بين مختلف القوى الفاعلة في المشهد السياسي العراقي، والتي اثرت بالتالي على مجمل الأداء السياسي الحكومي". Abstract: The study discusses the impact of the intertwining of interests and ambiguity of goals between the various forces and active political parties on the Iraqi political performance in regional balances. As well as the results of the new reality imposed by the fundamental changes that took place in the country after the change of the political system in 2003, with clear repercussions on the internal political scene. Then on the overall Iraqi political performance. The study sheds light on the Iraqi political performance and analyses it scientifically. Diagnosis of the limitations, obstacles that affect its performance of a clear role in the balances of the troubled regional environment, its performance is apparent in light of the lack of determination of the supreme interests of the country and the existence of vagueness in the common goals of the various political actors. While the problem of the study is represented by a central question related to the extent of the influence of the intertwining of national interests among the active forces in the Iraqi political scene, according to the vision and interpretation of each of them. In addition to what the blurring of the objectives between them in the movements of the Iraqi political performance in the regional balances, with the argument "there is a lack of clarity of visions, goals, interests among the various actors in the Iraqi political scene, which consequently affected the overall government political performance".
