الملخص
تطبيقا لمبدأ اللامركزية يمنح القانون للمجالس المحلية العديد من الاختصاصات من أجل تلبية الحاجات المحلية، ويسمح باختيار أعضاءها، وتبين هذه الدراسة أن الطريقة التي يتم بها اختيار المجالس المحلية والاختصاصات الممنوحة لها تؤثر في قدرة هذه المجالس على الدفع بالتنمية، حيث تحتاج التنمية إلى اعتماد أسلوب يسمح باختيار أعضاء يمتلكون القدرة والكفاءة اللازمة لتسيير المجالس المحلية، ومنحها حرية فعلية كاملة من أجل تمكينها من ممارسة اختصاصها. In application of the principle of decentralization, the law gives local councils many of competencies in order to meet local needs, and allows the selection of their members. This study shows that the way in which local councils are chosen, and the competencies granted to them, have an impact on the ability of these councils to advance development, where development requires Adopting a method that allows for the selection of members who have the necessary capacity and competence to the effective functioning of local councils, And give them full effective freedom in order to enable them to exercise their competence.
