الملخص
تعدُّ وسائل الدفع الإلكترونية أدوات فعالة في تسوية المعاملات بين الأفراد، خاصة في ظل التوجه الدولي السريع نحو تعزيز التجارة الإلكترونية، ودعم المعاملات المصرفية الإلكترونية. غير أنَّ استعمالها غير قاصر على هذا الجانب الإيجابي، فقد تستغل هذه الوسائل استغلالا سيئا، كاستعمالها في تبييض الأموال مثلا. لذا حاولت هذه الدراسة بيان طرق استغلال هذه الوسائل في تبييض الأموال، ثم تطرقت إلى بعض الجوانب الكفيلة بالوقاية من طرق الاستغلال السيء هذه، ومكافحتها. وقد توصلت إلى ضرورة تعزيز المؤسسات المصرفية بالتكنولوجيا الحديثة، خاصة ما يتعلق منها بالبرامج الرقابية، فضلا عن ضرورة تكثيف الدورات والبرامج التوعوية والتدريبية، إضافة إلى سد الخلل التشريعي المرتبط بهذا الشأن. The Online payment means are effective tools to arrange or normalize the financial transactions between persons, especially at the present time with the quick international tendency to enhance the E-commerce and support the electronic banking transactions, however the use of those means is not limited to the positive side only, but also, They can be used in illegal way such as MONEY LAUNDERING. Therefore, and among this study we have to demonstrate the ways of utilization the online payment in money laundering, then we have mentioned solutions to prevent those means from illegal uses, and how to eliminate them. As consequence, we have found that it is important to support banks with modern technology especially which depends to financial supervision programs and intensifying sensitization and training courses, in addition to fill in the legislative gaps.
