الملخص
يجيب البحث عن التساؤل الأساسي الآتي: هل يمكن للاستشراف الاستراتيجي بأساليبه الاستقرائية والاستنباطية والاستدلالية أن يكشف لنا المستقبل للدول في ضوء تطور المعايير الاستشرافية وما تنتجه من أدبيات فلسفية علمية؟ ويسلط هذه البحث الأضواء على الإشكالية الدائر فيما يتعلق بالعلاقة بين الاستشراف الاستراتيجي والدراسات المستقبلية في الاستراتيجية الدولية، وإلى أين وصلت هذه الإشكالية؟ وتحقيقاً استخدمتُ المنهج التحليلي الذي يركز على تحليل الظواهر/الوقائع الاستشرافية التي يثيرها موضوع البحث، والتطرق إلى اهم ركائز الاستشراف الثلاثية في استكشاف مستقبل الدول. وتتناول التطبيقات العملية لمفهوم الاستشراف الاستراتيجي عبر الارتكاز على ثلاث مرتكزات، وجودة البناء الفلسفي، والاستناد لها في التطبيق، وصولاً إلى، إمكانية إيجاد مادة علمية قادرة على التنبؤ في المستقبل. فإن التغيير في مكانة الدول المستمر يدفع باستمرار إلى ابتكار أساليب جديدة تستخدم مؤشرات الاستشراف الاستراتيجي؛ لإيجاد قدرة وصفية تحليلية لمستقبل التفاعل بين الدول، والمستشرفين تحكمهم فكرة هي إن هناك تقارب تكاملي في استشراف سلوك الدول ووضع رؤية مستقبلية لتطلعاتها، انطلاقاً من إن ظاهرة الاستشراف الاستراتيجي تُحكم بأسس وقواعد ومعايير الجودة الاستراتيجية. Abstract The research will answer the basic question: Can the strategic Foresight with its ascetic, evolutionary, and stylistic components reveal to us the future of the countries in the light of the evolution of the standards of visionary and its scientific philosophical literature? This research highlights the problematic nature of the relationship between strategic Foresight and future studies in international strategy and where did this problem arrive? In order to achieve this, the analytical method was used to focus on the analysis of the phenomena / facts foreseen by the subject of the research, and to address the most important pillars of the tripartite prospect in exploring the future of the countries. The practical applications deal with the concept of strategic Foresight, by basing on a three pillars, and the quality of a philosophical structure, and basing on it in practice, arriving to the possibility of finding a scientific material capable of predicting in the states` future. The continues changing of the locations of the countries continues to push forward to create a new methods witch using strategic indicators; to create an analytical descriptive capacity for the future of the interaction between countries and observers, governed by the idea is that there is an integrative convergence in predicting the behavior of States and the development of a vision of its future aspirations, , Based on the fact that the phenomenon of strategic Foresight is based on the fundamentals, rules and standards of strategic quality.
