الملخص

ان الجماعات المحلية هيئات ناشطة و فعالة , تسعى الى تحقيق أهداف و برامج التنمية المستدامة التي تعد من أهم المواضيع العالمية التي عالجت جميع الميادين الاقتصادية والسياسية والاجتماعية والثقافية , و ذلك من أجل الاستغلال الامثل لجميع الموارد والحفاظ عليها على المدى الطويل , الا ان هذه الهيئات عرفت العديد من المشاكل والعراقيل التي وقعت أمامها عند تحقيق أهداف التنمية المستدامة، و لذلك فإن هذه الدراسة التحليلية تهدف الى معرفة اسباب هذه المشاكل و المعيقات و ايجاد حلول عملية و فعالة لها وكذا ادراك وسائل التنمية المستدامة و سبلها و توفير ظروف نجاحها و ذلك لتحقيقها و بلوغ الاهداف المرجوة منها. The bodies active and effective local groups, seeking to achieve the goals and sustainable development programs, one of the most important global issues that have dealt with all the economic, political, social and cultural fields, for the best use of all resources and preserve the long term, but these bodies knew many problems and obstacles that occurred in front of her at achieving sustainable development goals, Therefore, this analytical study aims at identifying the causes of these problems and impediments and finding practical and effective solutions to them, as well as the awareness of the means of sustainable development and its ways, and to provide the conditions for its success and that to achieve them and achieve the desired goals.
