التنمية الاجتمعية بين فكرة المواطنة ومسألة الطائفية

الملخص
ملخــــص تهدف هذه الدراسة في نظرتها للتنمية الاجتماعية من اعتبارها أحد الركائز الداعمة لفكرة المواطنة، وذلك من منطلق أن المواطنة تعد هدفا منشودا تسعى الشعوب للعيش في كنفها، لأن الفرد يحض بمكانة متميزة في ظل دولة المواطنة، كما يتغنى صناع القرار بأن سلوكاتهم تصب في ذلك لما رأوه من دعوة عالمية لهذا الخيار، وفي المقابل تضفي الطائفية نوعا من التباين والتعدد المذهبي داخل المجتمع، ويؤثر ذلك على فكرة المواطنة حتما، لكن ما تسعى هاته الدراسة لإيضاحه هو كيف تؤثر الطائفية على فكرة المواطنة اجتماعيا، حيث بدل قيام تنمية متوازنة تحفظ للمواطن كرامته يشيع التهميش الاجتماعي والاقتصادي، وعلى هذا الأساس آثرنا أن تُقدم الدراسة وفق محورين رئيسيين يتناول الأول التنمية الاجتماعية وكيف تدعم فكرة المواطنة، أما الثاني فجاء الحديث فيه عن التهميش الاجتماعي والاقتصادي، بما فيه الموجه للأفراد وذلك فيما يخص نيل الحقوق وتقلد المناصب، أو الموجه للمناطق فيما يخص المشاريع وبرامج التنمية. كلمات مفتاحية: التنمية الاجتماعية، المواطنة، التهميش الاجتماعي، الطائفية. Abstract The purpose of the study which deals with the social development and also is considered as one the most important pillars that support the idea of citizenship however .this one is taken as an initial goal that people are seeking to live in. Because every single one has got his own exceptional position for his citizenship. so, the decision makers acquire all the behaviours that help for a global call to this option. in contrast the sectarian spreads some sort of multi-confessional within the society. Moreover . it can easily influence on the idea of citizenship. But what this study is seeking for? Is how sectarian can socially effect on the idea of citizenship .where instead of balanced development which spread out the social and economic marginalization .however .and according to this basis, we select that this study will be presented into two essential sections. the first one will contain the social development and its way of supporting the idea of citizenship. and the second talks about the social and economic marginalization, including all the external members aiming to obtain their rights and getting more chance to work, or the others that deal with projects and the development programmes.
