الإعلام الأمني بين تحفّظ المصدر الأمني و"تهوّر" الفاعل "الميديائي" The Security Media Between The Reservation Of The Security Source And The Recklessness Of The Media Actor

الملخص
تدرس هذه الورقة البحثية التحديات التي تواجه الأجهزة الأمنية أثناء أدائها لواجبها في إحلال الأمن والسكينة بين المواطنين وحماية الممتلكات العامة والخاصة في ظل استفحال الإجرام، والاستخدام غير القانوني لمواقع التواصل الاجتماعي من طرف مواطنين لا يمتلكون ثقافة قانونية، حيث يصل بهم الأمر أحيانا إلى حدّ القيام بتصرفات "متهورة" تعرّض حياة أناس للخطر. مثل هذه التصرفات غير المسؤولة الناجمة عن سوء استخدام مواقع التواصل وتوظيف التكنولوجيا لممارسة التشهير والابتزاز وغيرها من الجرائم الالكترونية الأخرى، خلقت تحديات جديدة للأجهزة الأمنية، التي غيرت من إستراتيجيتها في التعاطي مع أشكل وصنوف الإجرام. سُنحاول من خلال هذه الورقة البحثية تبيان ماهية "الفاعل" الميديائي، وموقعه في خارطة الإعلام الأمني، وإستراتيجية الأجهزة الأمنية الجزائرية في مواجهة "تهور" مستخدمي شبكات التواصل الاجتماعي أثناء تعاطيهم مع المعلومة الأمنية. This research paper examines the challenges facing the security services while performing their duty to establish security and tranquility among citizens and protect public and private property in light of the escalating crimes, and the illegal use of social media by citizens who do not have a legal culture, where they sometimes even go up to reckless behavior that puts people’s lives at risk. Such irresponsible behavior resulting from misuse of social media, and the use of technology to practice defamation, extortion and other electronic crimes, has created new challenges for the security services that changed their strategy in dealing with criminality’s forms. Through this research paper, we will try to clarify what the media actor is, its location on the security media map, and the strategy of the Algerian security services in facing the recklessness of social media users while dealing with the security information.
