الملخص
إن التحديث والتطوير المستمر للأجهزة الأمنية وسياساتها والأساليب التي تستخدمها في تعاملها مع هذه الظواهر الاجتماعية، وكذا مجموعة المتغيرات الاقتصادية، الاجتماعية، السياسية، الثقافية والتكنولوجية التي تعيشها المجتمعات، فضلا عن التطورات التي حدثت في تقنيات الاتصال والإعلام الأمر الذي أدى إلى نمو أهميتها النسبية في كافة مجالات الحياة، بما في ذلك المجال الأمني، وفي هذا الإطار تستهدف هذه الورقة العلمية تحديد أهم العوامل و التحديات التي أدت اهتمام بالجوانب الإعلامية للأنشطة الأمنية تجاه مظاهر العنف والإجرام، ومن ثم بروز وتشكل مفهوم الإعلام الأمني وتبلور وظائفه ووسائله في نطاق الأنشطة الأمنية، وذلك استنادًا إلى الكثير من الفرضيات العلمية يتمثل مضمونها في " وظائف ووسائل الإعلام الأمني في الوقت المعاصر" ترتبط ارتباطًا واضحًا بالتطورات التي تعيشها المجتمعات المحلية الحالية، و نجيب في هذه الورقة البحثية على تساؤل جوهري يتمثل في: إلى أي مدى تساهم وسائل الإعلام إلى التقليص من الأعمال الإجرامية و مظاهر العنف؟ ومن خلال هذه الدراسة الاستشراقية نتوصل إلى وضع سياسة اتصالية لإقامة شراكة لتعزيز الوقاية من الجريمة والعنف إعلاميا، كما نطمح إلى وضع إستراتيجية وطنية لتفعيل ما يصطلح على تسميته "بالإعلام الأمني" The continuous development of the security services, their policies, and their related methods used to deal with security social phenomena, as well as the economic, social, political, cultural and technological variables experienced by societies, in addition to the developments occurred in communication and media technologies have led to the growth of media importance in all Areas of life, including the security field. This research aims to identify the most important factors and challenges that have payed attention to the media aspects of security activities towards violence and criminality aspects, and then the emergence of the concept of security-oriented media and the creation of its functions and tools within the scope of security activities, and all this based on scientific hypotheses dealing with " functions and tools of security-oriented media" which are clearly keeping pace with developments. In this research paper, we aim to answer this fundamental question: To what extent does the media contribute to mitigate criminal acts and violence aspects? And through this exploratory study, we come to establish a communication policy to establish through a partnership to enhance crime prevention and media violence, and we also aspire to develop a national strategy to leverage the “security-oriented media”.
