ظاهرة تزايد النفقات العامة وواقعها في الجزائر خلال الفترة 1990-2019

الملخص
ملخص: يهدف هذا البحث إلى دراسة ظاهرة تزايد النفقات العامة والوقوف على أسبابها وأهم النظريات المفسرة لها، وذلك لأهمية النفقات العامة في النشاط الاقتصادي،كما يهدف البحث إلى تحليل واقع هذه الظاهرة في الاقتصاد الجزائري خلال الفترة 1990-2019. وقد توصل البحث إلى أن أسباب هذه الظاهرة متعددة ومتداخلة، كما أن النفقات العامة في الجزائر عرفت تزايد مستمر وأن منحناها في مسار تصاعدي حيث أن متوسط الزيادة السنوية للنفقات العامة في الجزائر 15%، ومن حيث تقسيمات النفقات فإن نفقات التسيير تمثل الجزء الأكبر من النفقات العامة بواقع 63%، غير أن معدل تزايد نفقات التجهيز سنويا كان أكبر خاصة في فترة برامج الإنعاش الاقتصادي. Abstract: This research aims to study the phenomenon of increasing public expenditures and to identify its causes and the most explaining theoris , due to the importance of public expenditures in economic activity as the resarch aims also to analyze the reality of this phenomenon in the Alegria economy during the period 1990-2019. The research has resulted that the reasons for this phenomenon are multiple and complicated as the public expenditures in Algeria knew a continuous increasing with upward path at the annual average of 15%, but in regard of the expenditures devisions, we find that the management expenses represent the largest part by 63%, however the annually increasing rate in equipment expenditures was greater, especially in the period of economic recovery programs.
