اثر تطبيق نظام الحكومة الالكترونية على الخدمات العمومية في بلديات الجنوب الشرقي الجزائري

الملخص

الملخص: تهدف هذه الورقة البحثية الى الكشف عن مدى تأثير نظام الحكومة الالكترونية بأبعادها على اداء قطاع الخدمات الحكومية في بلديات الجنوب الشرقي الجزائري، ومن اجل هذا اعتمد الباحثان على المنهج الوصفي، حيث تم توزيع استبيان على عينة عشوائية حجمها 360 من موظفي بلديات الجنوب الشرقي. و قد بينت نتائج التحليل الاحصائي باستعمال برنامجSPSS_23 مجموعة من النتائج اهمها يستلزم تطبيق الحكومة الالكترونية بنية تحتية رقمية متطورة و ذات كفاءة عالية لبلوغ الأهداف المنشودة، تقدم العديد من المؤسسات العمومية في الجزائر خدمات الكترونية لكنها ليست بالجودة المطلوبة، لا توجد علاقة ذات دلالة احصائية بين نظام الحكومة الالكترونية بأبعادها و اداء قطاع الخدمات الحكومية تعزى بالمتغيرات الديمغرافية و الوظيفية . الكلمات المفتاح: حكومة الكترونية ، تكنولوجيا المعلومات و الاتصال، اداء قطاع الخدمات الحكومية. تصنيفJEL:A111 ,H11 Ruséme : This research paper aims to reveal the extent of the impact of the e-government system, with its dimensions, on the performance of the government services sector in the southeastern Algerian municipalities. For this, the researchers relied on the descriptive approach , Where a questionnaire was distributed to a random sample of 360 employees from the southeastern municipalities. The results of the statistical analysis using the SPSS_23 program showed a set of results, the most important of them: The implementation of e-government requires an advanced and highly efficient digital infrastructure to achieve the desired goals, Many public institutions in Algeria provide electronic services, but they are not of the required quality, There is no statistically significant relationship between the e-government system in its dimensions and the performance of the government services sector due to demographic and functional variables.
