الملخص
Enter Technological development at the level of communication and information technologies led to the emergence of new concepts of spaces of discussion and dialogue, including the so-called civil society, which in turn has experienced changes in its public structures due to the influence of these technologies, as this type of society has become active through virtual networks such as the establishment of associations, clubs and observatories. أدى التطور التكنولوجي على مستوى تقنيات الاتصال والاعلام الى بروز مفاهيم جديدة للفضاءات النقاش والحوار ومن تلك الفضاءات نذكر ما يعرف بالمجتمع المجتمع المدني الذي بدوره عرف تغيرات في بنياته العامة بفعل تأثير تلك التكنولوجيات حيث أصبح هذا النوع من الجتمعات تمارس نشاطه عبر الشبكات الافتراضية كانشاء جمعيات وأندية ومراصد.
