الأوليغارشية الحزبية في الجزائر

الملخص
تسعى الأحزاب السياسية للحصول على السلطة وتطالب بتحقيق الديمقراطية والتداول على كرسي الحكم، في حين أنها مطالبة بتطبيق الديمقراطية داخل فروعها، وهو ما يمثل تحديا لمصداقيتها فالديمقراطية داخل الحزب شرط أساسي لخلق مؤسسات فعالة ومستدامة تشجع ثقافة الحوار وتداول القضايا الحاسمة ومن تم الملكية الجماعية للقرارات، كما أنها تقلص من الاستخدام الانتهازي والتعسفي للسلطة المفوضة للهيئات المنتخبة وهو ما يتعارض تماما مع هيمنة الأوليغارشية وسيطرة الأقلية على القرار، ونظرا لأهمية التداول داخل الأحزاب ستركز هذه الدراسة على تقييمه على مستوى الأحزاب الجزائرية ومدى انعكاس ذلك على النظام الديمقراطي في الجزائر. Political parties seek to gain power and calls for democracy and trading on judgment, while what is required is the application of democracy within its branches, which is a challenge to its credibility, because democracy within the party is a prerequisite for the creation of effective and sustainable institutions, and encourage the culture of dialogue and deliberation of critical issues and of collective ownership of decisions, It also reduces the opportunistic and arbitrary use of the authority delegated to the elected bodies, which is completely contrary to the dominance of the oligarchy and the minority's control over the resolution, and from the importance of intra-party trading, this study will focus on its assessment at the level of the Algerian parties and how this will be reflected in the democratic system in Algeria.
