الحماية القانونية للبيئة وآثارها على التنمية الاقتصادية

الملخص
ملخص: إنّ كل ما يحيط بالإنسان من غذاء وهواء وماء وأرض وكل العناصر الأخرى من الجماد والحيوان والنبات، كل هذا يمثل الوسط البيئي وهو المفهوم البسيط للبيئة أمّا التلوث ظاهرة بيئية قديمة ولكنها برزت وتأصلت بصورة رهيبة في النصف الثاني من القرن العشرين الميلادي كأثر للتقدم العلمي والتقني الذي ساد العالم وجعل من هذه الظاهرة مشكلة عالمية تعاني منها الدول المتقدمة والنامية على السواء فالتلوث هو كل تغير كمي أو كيفي في مكونات البيئة الحية وغير الحية، لا تقدر الأنظمة البيئية على استيعابها دون أن يختل توازنها كوجود أية مادة أو طاقة في غير مكانها وزمانها وكميتها المناسبة «. وفي هذا الصدد تستعرض هذه المداخلة مفهوم البيئة وملوثاتها، والاهتمامات الدولية بهذا المجال من خلال المراحل التي مرت بها الحماية البيئية. Résumé : La pollution est un phénomène environnemental, mais elle est apparue dans la seconde moitié du XXe siècle comme un effet des progrès scienti-fiques et techniques qui ont prévalu. Le monde fait de ce phénomène un problème mondial pour les pays développés et en développement. La pollution est tout changement quantitatif ou qualitatif dans les composantes de l’environnement vivant et non vivant. Les écosystèmes ne peuvent pas s’assimi-ler sans leur équilibre, tels que l’existence de tout matériau ou énergie au mauvais endroit, approprié «. À cet égard, l’intervention passe en revue le concept d’environnement et de ses polluants, ainsi que les préoccupations internationales dans ce domaine tout au long des étapes de la protection de l’environnement. Abstract: Pollution is an environmental phenomenon, but it emerged in the second half of the twentieth centu-ry as an effect of the scientific and technical pro-gress that prevailed. The world is making this phenomenon a global problem for both developed and developing countries. Pollution is any quantita-tive or qualitative change in the components of the living and non-living environment. Ecosystems can not assimilate without their balance, such as the existence of any material or energy in the wrong place, Appropriate “. In this regard, the intervention reviews the concept of environment and its pollu-tants, and international concerns in this area through the stages of environmental protection.
