الملخص
Environment is the essential element of human life, it is natural and Biosphere in which we live, which contains bio-organisms and natural resources and what surrounds it from air, water and soil, so the issue of preservation and protection of environment become the priority of states and all parties due to the mechanism of degradation of natural value and characteristics of environment pollution, so the Algerian legislature promulgated Law 03-10 on the protection of the environment, which aims to ensure a sustainable development of the environment by adopting modern principles inspired from “Rio de janeiro” and “Johannesburg” Earth Summits, notably the principle of prevention activity, the precautionary principle, and the principle of polluter motivation
