ملخص باللغة العربية: لقد ارتبطت المخاطر البيئية بما خلفته الثورة الصناعية والعولمة من آثار سلبية،ومن جهة أخرى استغلال الإنسان غير العقلاني للموارد الطبيعية كل هذا أدى إلى ا1لمساس بأمن البيئة، أمام هذا الوضع الرهيب تظافرت الجهود الجبارة لأعضاء الجماعة الدولية من أجل حماية البيئة،بل أبعد من ذلك سعت إلى إنفاذ هذا المبتغى على مستوى منظومتها القانونية الوطنية،والجزائر على غرار بقية الدول المهتمة بالبيئة حرصت على ضرورة ايجاد إطار قانوني يسطر السياسة العامة البيئية،وآخر تنفيذي ينفذ تلك الأخيرة والمتمثل في الأجهزة الإدارية بشقيها المركزية واللامركزية،خاصة "البلدية" باعتبارها المسؤولة عن تحسين الإطار المعيشي للمواطن والذي يبقى الجانب البيئي أهم أبعاده. Abstract: The Environmental risks have been linked to the negative effects of the industrial revolution and globalization and,on the other said the humans irrational exploitation of the natural resources had threatened the environment,in this situation,members of the international community had played an important role to protect the environment. Furthermore,they tried to apply this aim at the level the national legal system.Algeria like other interested States,has emphasized the need to create a legal framework that establishes environmental policy which controls the environmental general policy as well as an executive one to excute this last wich is presented in the administrative bodies including its two parts:the central and the decentralized ones.Being aware that the municipality is the responsible for inproving the citizens life who considers that the environment is his important interest :
