الملخص
ترصد الدولة بشكل مستمر أموالا عمومية مهمة لتنظيم الاستحقاقات الإنتخابية، ويتم صرف هذه الأموال في إدارة وتدبير العمليات الإنتخابية ودعم تمويل حملات الأحزاب، ويعتري صرف هذه الأموال مجموعة من الاختلالات والتجاوزات التي تؤثر سلبا على نزاهة الانتخابات ومرورها في أجواء شفافة ونزيهة؛ وفي مقابل هذه الكلفة الثقيلة التي تتحملها الخزينة، ما زالت الآلية الانتخابية بالمغرب، لم تصل بعد إلى مستوى إنتاج نخب ومؤسسات سياسية وتدبيرية في مستوى الرهانات المنتظرة، قادرة على تحقيق قفزة تنموية نوعية تُحدث تقدما ملموسا في مواجهة الإشكالات السياسية والاجتماعية والاقتصادية المزمنة.
