Résumé

Since its independence in 1962, Algeria has been presented as one of the richest countries, by the media and other international observers outside, and official discourse inside. As a result, the demographic matter was not only dismissed from the official concerns of the State, but was also considered as a pointless topic. Since the country was rich, the intervention on demography was a false problem for the planner because the "demographic laissez-faire" could only strengthen the national development strategy by the "demographic Gift" in particular. Thus, the problem of poverty begins to interest the policy makers and the Academics first. The latter began to study it, as a special issue, from the 1990s. And, thanks to the first Conference against Poverty and Exclusion, held in 2000, the taboo is lifted and, today the theme has become one of the favorite subjects of the media. What assessment can be made of the evolution of the problem and the policies used to counter it throughout this period?
