الملخص
ﺗﻬدف اﻟد ارﺳﺔ إﻟﻰ اﻟﺗﻌرف ﻋﻠﻰ ﺳﯾﺎﺳﺔ اﻟدوﻟﺔ ﻟدﻋم اﻟﻣﻘﺎوﻻﺗﯾﺔ واﻧﺷﺎء اﻟﻣؤﺳﺳﺎت اﻟﺻﻐﯾرة واﻟﻣﺗوﺳطﺔ واﻧﻌﻛﺎﺳﺎت ذﻟك ﻋﻠﻰ ﻣﻌدﻻت اﻟﺑطﺎﻟﺔ ﻓﻲ اﻟﺟ ازﺋر، ﺳﻠطﻧﺎ اﻟﺿوء ﻋﻠﻰ ﺗطور اﻟﻘطﺎع ازﺋرﯾﺔ ﻟﻠﺳﻧوات 2017-2010 وﻛذا آﻟﯾﺎت اﻟﺗﻣوﯾل اﻟﻣﺑﺎﺷرة اﻟﻣﺳﺧرة ﻣن طرف اﻟدوﻟﺔ اﻟﺟ ﻟﺗﺣﻘﯾق اﻷﻫداف اﻟﻣﺳطرة ﻓﻲ ﻫذا اﻹطﺎر. ﺧﻠﺻت اﻟد ارﺳﺔ إﻟﻰ أن ﻫﻧﺎك ﺗ ازﯾد ﻣﺳﺗﻣر و ﻟﻠﻣؤﺳﺳﺎت اﻟﺻﻐﯾرة واﻟﻣﺗوﺳطﺔ اﻟﺧﺎﺻﺔ، اﻷﻣر اﻟ ارﺟﻊ ﻟﻠﻘواﻧﯾن اﻟﻣﺷﺟﻌﺔ ﻟﻠﺣرﯾﺔ اﻻﻗﺗﺻﺎدﯾﺔ ﺧوﺻﺻت اﻟﻣؤﺳﺳﺎت اﻟﻌﻣوﻣﯾﺔ، ﻛﻣﺎ ﺧﻠﺻﻧﺎ إﻟﻰ أن ﺳﯾﺎﺳﺔ اﻟﺗﺷﻐﯾل اﻟﻣﻧﺗﻬﺟﺔ ﻓﻲ اﻟﺟ ازﺋر ظرﻓﯾﺔ و ﻣﺣدودة اﻟﻔﻌﺎﻟﯾﺔ، ﺑﺎﻹﺿﺎﻓﺔ إﻟﻰ أن ﻫﻧﺎك ﻗﺻور واﺿﺢ ﻓﻲ اﻹﻋﻼم واﻟﺗوﺟﯾﻪ وﻋدم اﻟﺗﻧﺳﯾق ﺑﯾن ﺑ ارﻣﺞ اﻟﺗﺷﻐﯾل اﻟﻣﺧﺗﻠﻔﺔ ﺑﻣﺎ ﻻ ﯾﺧدم طﺎﻟﺑﻲ اﻟﺷﻐل، اﻟﺷﻲء اﻟذي ﺗرﺗب ﻋﻧﻪ زﯾﺎدة ﻣﺗواﺻﻠﺔ ﻓﻲﻣﻌدﻻت اﻟﺑطﺎﻟﺔ. This study aims to define the state policy in supporting employment and the efforts made to reduce unemployment in Algeria, among them the promotion and the development of the entrepreneurial system, where we shed light on the share of university graduates in projects granted by the youth support and employment agency and the National Agency for Management of Microcredit. The study concluded with a number of results, the most important of these results was that the overall operating policies in Algeria are highly circumstantial and inefficient, in addition to the absence of entrepreneurial spirit among university graduates, and the incompatibility of the university outputs with the labor market needs.
