الملخص

في ظل التحولات نحو مجتمعات المعرفة، أصبحت العمالة المزودة بالمعرفة مسألة محورية، وقد أدركت المنظمات اليوم أن العامل الوحيد الذي سيبقيها في السباق نحو الريادة ويوفر لها ميزة تنافسية مستدامة هو بدون شك رأس مالها الفكري، إلا أن هذا الموضوع تعترضه مجموعة من الصعوبات منها كيفية إدارته وتكوينه خاصة الجزء غير الملموس فيه، إضافة إلى ذلك فإن تبني مثل هذه البرامج قد يحمل المؤسسة مجموعة من التكاليف لا تظهر عوائدها إلا على المدى الطويل كما تتطلب بنية تكنولوجية وثقافة إدارية وتنظيمية واعية تساعد على تبني هذه البرامج ، لذا فقد حاولنا من خلال هذه الورقة رفع اللبس عن هذا الموضوع من خلال تعريفه وتحديد مكوناته وتوضيح كيفية إدارته من خلال عرض تجارب مجموعة من المؤسسات الرائدة في هذا المجال، وتحديد المشاكل التي قد تعترض المؤسسات خاصة منها الجزائرية والتي تحول دون الاستثمار في رأس مالها الفكري abstract in the Transformation through the knowledge societies, the labor riched by knowledge become a central issue, and the organizations today realize that the only factor how can keep it in the competition through leadership and provide a sustainable feature of competition is with no doubt it’s intellectual capital, however this subject encountered collection of problems and difficulties, one of this is how configure it and managing, especially that intangible part. Moreover, the adaptation of these programmers’ will change the institution with an assemble of costs, and it’s return will not appear only after a longtime. As it require a conscious technological cultural administrative and a regulator structure that help in the adaptation there programs, so, we tried from this paper raising confusion on this subject through defining it and determine it’s components, also clarify how to manage it through showing experiences of collection of institutions that are pioneer in this field, and fiving the problems may stand in way of these institutions, especially the Algerian one which prevent it’s ideological and intellectual investment .
