أساليب توظيف الفوائض النفطية لتحقيق نمو اقتصادي

الملخص
تشهد الكثير من الدول النفطية في ظل تقلبات أسعار النفط بين ارتفاعها وانخفاضها، ارتفاعا محسوسا في العوائد النفطية و تقلصها وبين تحسن الأحوال الاقتصادية في ظل ارتفاعها و بين تدهورها في حال انخفاضها، فتعرف الفوائض النفطية عند ارتفاع أسعار النفط تراكما، لذلك يتم من خلالها إعادة استثمار هذه العوائد و توظيفها، بعنوان الفوائض النفطية و سبل توظيفهاحيث تعتبر صناديق الثروة السيادية أهم وعاء لهذه الفوائض النفطية و التي عرفت نموا سريعا في نهاية الألفية الثالثة، و هذا ما جعلها محل اهتمام و نقاش بخصوص دورها في تحقيق الاستقرار المالي العالمي في ظل تزايد وتيرة وحدة الازمات والاضطرابات المالية خاصة أنها تشهد نموا سريعا في الدول النفطية التي تملك فوائض نفطية متراكمة تسعى من خلالها إلى توظيفها، و هكذا ينظر إليها على أنها وسيلة لتحويل منافع الثروات للادخار وتحقيق الاستقرار والادخار للأجيال القادمة، بما يسمح لها العيش في ظروف اقتصادية مناسبة Abstract: Experiencing a lot of oil-producing countries in light of oil price fluctuations between the rise and fall, rise significantly in oil revenues and contraction and the improved economic conditions in the light of height and between the degradation in the event of fall, defines oil surpluses at the high price of oil accumulation, so from which to reinvest These revenues and employ them, titled oil surpluses and how to employ them as sovereign wealth funds are the most important pot of this oil surpluses and known rapid growth at the end of the third millennium, and that's what make them of interest and debate about their role in achieving global financial stability in light of the increasing pace Unit of crisis and financial turmoil, particularly as it is experiencing rapid growth in oil-producing countries that have surpluses of oil accumulated which seeks to employ them, and thus seen as a way to transfer the benefits of wealth savings and achieving stability and saving for future generations, to allow them to live in appropriate economic conditions
