الملخص
جعلت الأحداث التي عرفها العالم في الآونة الأخيرة خاصة بعد انهيار الاتحاد السوفياتي ومعه النظرية الاشتراكية، وصعود الولايات المتحدة الأمريكية إلى قمة النظام العالمي كقطب وحيد وهيمنتها على الاقتصاد العالمي، مما وفر للعديد من الدول النامية المبرر لتندفع وراء النموذج الغربي والتأقلم مع البيئة الجديدة، خاصة بعد إظهار فشل النموذج الاشتراكي في هذه الدول من خلال النتائج السلبية التي آلت إليها اقتصادياتها، مما جعلها تعيد النظر بشكل جدي في سياساتها الاقتصادية بما فيها السياسة النقدية وقد دخلت في إصلاحات عميقة تتمثل في محاولة إرساء الأرضية اللازمة للانتقال إلى اقتصاد السوق، باعتماد إصلاحات ذاتية من جهة، وأخرى مدعمة من طرف الهيئات المالية الدولية، ويقوم هذا البحث على فرضية أساسية مفادها أن تفعيل دور السياسة النقدية في النشاط الاقتصادي كفيل لإحداث إصلاحات اقتصادية لكثير من القطاعات الاقتصادية في البلدان النامية، وعليه سنحاول في هذه الدراسة تناول إشكالية السياسة النقدية ودورها في تحقيق الإصلاح الاقتصادي محاولين إسقاط ذلك على الواقع الاقتصادي الجزائري. The recent events in the world, especially after the collapse of the Soviet Union and the socialist theory, and the rise of the United States of America to the top of the world system as a single pole and its domination over the world economy. This provided many developing countries with the justification to rush behind the Western model and adapt to the new environment. Especially after showing the failure of the socialist model in these countries through the negative results of their economies, and which have seriously re-examined their economic policies, including monetary policy, and have embarked on profound reforms in trying to lay the groundwork or a transition to a market economy, by adopting self-reforms on the one hand and others supported by the international financial institutions on the other. This research is based on the basic assumption that activating the role of monetary policy in economic activity will lead to economic reforms of many economic sectors in developing countries. Therefore, we will attempt in this study to address the problem of monetary policy and its role in achieving economic reform, trying to drop it on the Algerian economic reality.
