الملخص
نظرا لخطورة الأزمات المالية الحالية التي أفرزتها العولمة، وكذا تركيزها في البلدان النامية خاصة تلك التي توصف بالناشئة، أصبحت قضية مواجهتها والتنبؤ بها مطروحة بشدة والدليل على ذلك الجهود البحثية التي يقوم بها الكثير من الاقتصاديين من جهة، وبعض المؤسسات المالية الدولية من جهة أخرى، وقد اختلفت فعالية تلك الجهود خاصة وأنها لم تنجح في التنبؤ بكثير من الأزمات المالية، وهناك اتجاه آخر يرى أن من شان التعاون الإقليمي أن يؤدي دورا معتبرا في التخفيف من وطأة الأزمات المالية وتقديم المساعدة حين وقوعها، أحسن من اللجوء إلى المنظمات الدولية كصندوق النقد الدولي الذي فشل في التصدي للازمة الأسيوية سنة 1997. Given the seriousness of the current financial crises brought about by globalization, as well as their focus on developing countries, especially those that are described as emerging, the issue of confronting and predicting them is very much on the table. This is evidenced by the research efforts undertaken by many economists on the one hand and by some international financial institutions on the other. The effectiveness of these efforts have varied, especially since they did not succeed in predicting many financial crises. Another view considers that regional cooperation could play a significant role in mitigating financial crises and providing assistance when they occur, better than resorting to international organisations such as the International Monetary Fund IMF, which failed to address the Asian crisis in 1997.
