الملخص
يعد العقار ثروة غير قابلة للتجديد، ونظرا للدور الذي يلعبه في التنمية الاقتصادية والاجتماعية، وماله من دور استراتيجي في تسهيل الاستثمار وضمانه، كان من الواجب خلق البيئة الاستثمارية الملائمة بمختلف أطرها التشريعية والاقتصادية والسياسية والاجتماعية والاقتصادية، بما يساهم في جذب الاستثمار واستقطاب رؤوس الأموال الأجنبية. إن الاستثمار العقاري يعد المحرك الأساسي للاقتصاد الوطني وأبرز الدوافع المحققة للتنمية الشاملة بمختلف تجلياتها، لذا يتطلب الأمر توفير مناخ استثماري ملائم وتوفير أوعية عقارية لتشجيع الاستثمارات الوطنية والأجنبية، وهذا لن يتأتى إلا في ظل وجود بيئة استثمارية مهيأة تقوم على مجموعة من العوامل واتخاذ الإجراءات التحفيزية. Abstract: The real estate is a fortune non-renewable that given the role it plays in economic and social development, and its strategic role in facilitating and guaranteeing investment, it is necessary to create an appropriate investment environment in various legislative, economic, political, social and its economic frameworks, Which contributes to attracting investment and foreign capital. Real estate investment is the main engine of the national economy, and it is a most prominent motive for the development, so it is necessary to provide an appropriate investment climate and the provision of real estate receptacle to encourage national and foreign investments, and this can only be achieved in the presence of a conducive investment environment based on a combination of factors and take incentive measures.
