بناء المواطنة في الجزائر في ظل التحديات التي تواجه حقوق الإنسان

الملخص
إن العلاقة بين الفرد و دولته تحدد قوتها مدى انتماءه لها، و حسن تلك العلاقة و متانتها تضمنه العديد من الوسائل و الآليات التي تضعها الدولة و توفرها للمواطن، و هي التي تجعل الفرد يتمتع بحق مهم جدا هو الحق في المواطنة ، فإن كانت الدولة تعترف و تحترم حقوق الإنسان و بالتالي تسعى نحور تمكين الأفراد منها بمختلف السبل و الإمكانيات، سواء كانت اقتصادية أو اجتماعية أو مؤسساتية أو غيرها، تنمي الإحساس لدى المواطنين بالانتماء لدولتهم، و بالتالي ستكون العلاقة تفاعلية بين الفرد و دولته، فروح المواطنة تجعله يقوم بدوره الكامل اتجاه دولته. أما في الحالة العكسية أين تكون العلاقة بين الفرد و دولته غير مستقرة، و ذلك بسبب انتهاك حقوقه الأساسية و تردي وضعه التنموي، فإن ذلك يدفعه إما للتمرد على النظام القائم في دولته و القيام بأعمال تخريبية ، أو إلى الهجرة إلى البلاد الأجنبية. لذا الإشكالية التي يمكن طرحها هنا هي: هل وفقت الجزائر، بما توفره من ضمانات و آليات حماية حقوق الإنسان، أن تتغلب على التحديات التي تواجهها في بناء المواطنة؟ Abstract: The relationship between the individual and his state determines the strength of the extent of belonging to it, and the good relationship and its strength guaranteed by many of the means and mechanisms set by the state and its availability to the citizen, which makes the individual has a very important right is the right to citizenship, Respect the human rights and therefore strive to empower individuals through various means and possibilities, whether economic, social, institutional or other, develop the sense of citizens belonging to their state, and therefore the relationship will be interactive between the individual and his country, the spirit of citizenship makes him full role towards his state . In the opposite case, where the relationship between the individual and his state is unstable, because of the violation of his basic rights and the deterioration of his development status, either to rebel against the existing regime in his country and to carry out acts of sabotage, or to migrate to foreign countries. So the problem that can be raised here is: Has Algeria, with the safeguards and mechanisms to protect human rights, overcome the challenges it faces in building citizenship?
