الملخص
الملخص تعتبر عصرنة الجماعات المحلية رهانا فرض نفسه على الدولة، حيث تطلب ذلك مراجعة نمط عملها والبحث عن آليات جديدة تمكنها من تعزيز دورها في التنمية المحلية من خلال ممارسة مهامها وتوفير الموارد المالية الذاتية الكافية لتغطية احتياجاتها، وتحسين المستوى المعيشي للمجتمع المحلي وتحقيق طموحاته في التقدم الاقتصادي، وتجسيدا لذلك تناولنا في الدراسة الدور الأساسي الذي تلعبه الجماعات المحلية كشريك للدولة وإبراز الآليات التي يمكن ان تكون فعالة لها في تحقيقها للتنمية المحلية الشاملة والتي تعتمد أساسا على المشاركة المجتمعية والشراكة بين القطاع العام والخاص، مع منح صلاحيات اكبر في تسيير شؤونها الاقتصادية وتفويض تسيير مرافقها العامة، والتركيز على التخطيط الاستراتيجي الإقليمي لإنجاح هذا التوجه. Abstract The modernization of local communities is a bet that imposed itself on the state, as it required revising its mode of operation and searching for new mechanisms that enable it to enhance its role in local development by exercising its functions and providing sufficient self-financing resources to cover its needs, improve the living standard of the local community and achieve its ambitions in economic progress, and as an embodiment of this, we discussed in the study the primary role played by local groups as a partner of the state and highlighting mechanisms that can be effective for it in achieving comprehensive local development, which mainly depends on community participation and partnership between the public and private sector, with greater powers in conducting its economic affairs and delegating its public facilities, and focus on regional strategic planning to achieve the success of this trend.
