Foreseeing Professions And Competencies In The Health Sector By Applying The Methodology Of Analyzing The Trends Of Actors _mactor

الملخص

This study aims to examine the state of play and the prospects of evolution of the professions, jobs and skills in the health sector at the level of the Public Hospital Establishment (PHE) MeslemTayebof Mascara. This is make by focusing on the analysis of the role of the actors (different employees, HR manager and heads of services, etc.) by relying on the prospective analysis technique "Mactor method (Actors, Objectives, Balance of power)". We were able to detect after analysing the trends of the actors of the system of development of the professions of "midwives", "general practitioners", "nurses", "radiologists" and "biologists" according to their objectives that all actors agree on many objectives, which indicates the future evolution of their professions towards new tasks and new skills. The study also showed that there is a relative incompatibility between the orientations and objectives of the various employees and the HR manager because of the semi-centralized management of individuals at the institutional level. This hinders and makes it difficult for employees to develop their skills. We also concluded through interviews with various stakeholders that there are internal and external factors affecting the development of jobs and skills, the most important of which is globalisation and technology, innovation and ecological transformation, regulatory and legislative developments, lack of funding for spending in the health sector, poor management of human resources and conflict situations, which affects the weakness of health services provided by the PHE.
