الملخص
ملخص يمثل حق الانتخاب أحد أهم الحقوق السياسية التي كرستها دساتير الدول والمواثيق القانونية الدولية باعتباره أهم الأساليب الحديثة لتحقيق الديمقراطية والتداول السلمي على السلطة وتجسيد إرادة الشعب في اختيار ممثليه باعتباره صاحب السلطة والسيادة. تتم ممارسة هذا الحق إسنادا لأطر وأنظمة مختلفة تحدد كيفية سير العملية الانتخابية وطرق تحويل أصوات الناخبين لمقاعد نيابية في المجالس المنتخبة، لذلك فإن النظام الانتخابي المتبع من طرف الدولة له تأثير كبير في ممارسة حق الانتخاب وإصلاحه هو حجر الأساس في إصلاح النظام الديمقراطي فلا وجود للديمقراطية في أي دولة بدون وجود نظام انتخابي سليم. Abstract The right to vote is one of the most significant political rights enshrined in national constitutions and international legal agreements. It is regarded as a fundamental contemporary means of achieving democracy, facilitating peaceful power transitions, and reflecting the will of the people in selecting their representatives, who hold power and sovereignty. The exercise of this right is regulated by various frameworks and systems that define the electoral process and the method of translating voters' preferences into legislative seats in elected assemblies. Consequently, the electoral system implemented by a state has a profound impact on the practice of the right to vote, and reforming it is the cornerstone of enhancing the democratic system. In essence, true democracy cannot exist in any country without a robust electoral system.
