الملخص
تقدم هذه الورقة دراسة تحليلية حول دور القبائل في النظام السياسي الليبي خلال الفترة من 1969 إلى 2022، وهي فترة شهدت تغيّرات مهمة في نوع وتركيبة النظام السياسي. تتناول الدراسة تزايد تأثير القبائل في السياسة الليبية، وهو اتجاه يتعارض مع الشعارات الأيديولوجية للأنظمة الحاكمة. تهدف الدراسة إلى فهم العلاقة بين القبائل والنظام الحاكم في ليبيا، وتفحص السياسات والآليات التي استخدمها النظام لاستغلال القبائل كأدوات لكسب الشرعية الشعبية التي كان يفتقر إليها. بالإضافة إلى ذلك، تستكشف كيف استفادت النخب القبلية من علاقتها وتحالفها مع النظام لتعزيز مصالحها. تعتمد منهجية الدراسة على وصف وتحليل الأحداث السياسية، والقرارات، والسياسات، والأسس الأيديولوجية التي استخدمتها الأنظمة الحاكمة في تعاملها مع القبائل، وهي مكون أساسي في النظام السياسي. يتم هذا من خلال نهج تحليلي للدور السياسي للقبائل، حيث يتم فحص السياسات والأدوات والصور التي صاغها النظام الحاكم في علاقته مع العنصر القبلي. تخلص الدراسة إلى أن دور القبائل في الحياة السياسية الليبية هو واقع يجب التعامل معه بواقعية. وتوصي بتطوير سياسات شاملة على ثلاث مراحل (قصيرة، ومتوسطة، وطويلة الأمد) تهدف إلى تعزيز التنمية السياسية في المجتمع الليبي، والتي يجب أن تكون بنفس أهمية وموازية لجهود التنمية الاقتصادية. This paper presents an analytical study on the role of tribes in the Libyan political system during the period 1969-2022, a time of significant changes in the system's type and composition. The study addresses the growing influence of tribes in Libyan politics, a trend that contrasts with the ideological slogans of the ruling regimes. It aims to understand the relationship between tribes and the ruling system in Libya, examining the policies and mechanisms employed by the regime to use tribes as tools for gaining popular legitimacy, which it lacked. Additionally, it explores how tribal elites benefited from their relationship and alliance with the regime to advance their interests. The study's methodology involves describing and analyzing political events, decisions, policies, and the ideological foundations utilized by ruling regimes in their dealings with tribes, an integral component of the political system. This is achieved through an analytical approach to the political role of tribes, examining the policies, tools, and images the ruling regime crafted in its relationship with tribal elements. The study concludes that the role of tribes in Libyan political life is a reality that must be pragmatically addressed. It recommends developing comprehensive policies over three stages (short, medium, and long-term) aimed at fostering political development in Libyan society, which should be equally important and parallel to economic development efforts
