Weather Modification Techniques And Haarp Program

Abstract
In 2025, the US aerospace forces could potentially have the capability to manipulate the weather by leveraging emerging technologies and directing their development towards military applications. This capability would provide warfighters with unprecedented tools to shape the battlefield. It has the potential to influence operations across all levels of conflict and is relevant to various future scenarios. The concept of "owning the weather" was originally introduced in a 1996 report by the Air University of the US Air Force (AF 2025 Final Report). Despite the existence of a substantial body of literature on weather modification techniques for military purposes, the topic remains somewhat taboo. In this paper, we will analyze the history of this technique by examining numerous projects, with a particular focus on the HAARP program. The HAARP program is considered one of the most secretive military projects undertaken by the USA and is highly relevant to the subject matter of this paper.
