واقع وآليات تفعيل التنويع الاقتصادي في الجزائر

الملخص
إن لموضوعة التنویع الاقتصادي أهمیة كبیرة بعد أن أدركت البلدان وبخاصة الریعیة منها والتي تعاني من تشوهات كبیرة في هیاكل اقتصاداتها، الناجمة من اعتمادها على المورد الوحید للدخل وهو النفط ،وإغفال الطرف على الثروات الطبيعية الكبيرة الأخرى ، مما جعل هذه الدول تتصف بأحادیة الاقتصاد. وٕإذ يتجلى الاعتماد على هذا المورد من خلال ارتباط أسعاره بالأسواق العالمیة للنفط، وما یجري فیها من تقلبات حادة بین الحین والآخر، وأثرت هذه التقلبات على استقرار ونمو هذه البلدان النمو ، الأمر الذي دفع صندوق النقد الدولي سنة 2006 إلى إصدار تحذيرات للبلدان الريعية بضرورة إنجاز التنویع في اقتصاداتها لمعالجة هذه الاختلالات. ان الجزائري بوصفها احد البلدان المنتجة للنفط لم يكن بعيدا عن هذه الحلقة اذ اعتمد على القطاع النفطي بشكل كبير في تمويل نفقاته الاستهلاكية والاستثمارية من الاستقلال إلى يومنا هذا ، اذ لم تستطيع الحكومات المتعاقبة من تنويع الاقتصاد . لذا جاءت هذه الورقة للوقوف على أهمية التنويع الاقتصادي في الجزائر. Abstract The issue of economic diversification is of great importance after the countries, especially the rentier ones, realize that they suffer from great distortions in the structures of their economies, which result from their dependence on the only source of income, which is oil, and the party’s neglect of other great natural resources, which made these countries characterized by the unification of the economy. And as dependence on this resource manifests itself through the correlation of its prices with the world oil markets, and the sharp fluctuations taking place between them from time to time, and these fluctuations have affected the stability and growth of these developing countries, which prompted the International Monetary Fund in 2006 to issue warnings to the rentier countries of the necessity of diversification In their economies to address these imbalances. As an oil-producing country, the Algerian was not far from this cycle, as he relied heavily on the oil sector to finance his consumer and investment expenditures from independence to the present day, as successive governments were unable to diversify the economy. So this paper came to highlight the importance of economic diversification in Algeria.
