الملخص
إن اختصاص المحكمة يطبق على الأشخاص الطبيعيين فقط الذين يرتكبون الجرائم بعد بلوغهم سن 18 سنة ويلاحظ أنه لا يستثنى شخص من المسئولية الجنائية بسب الصفة الرسمية, وقد أقر نظام روما الأساسي أن من واجبات المحكمة القضاء في الجرائم الأشد خطورة وهى جرائم الإبادة البشرية والجرائم ضد الإنسانية وجرائم الحرب وجرائم العدوان كما اقر النظام الأساسي على اللغات الرسمية ونص على مبدأ تكامل النظامين القضائي للمحكمة والدولة الطرف وأن الاختصاص الجنائي الوطني دائما يكون له الأولوية على اختصاص المحكمة الجنائية الدولية. The jurisdiction of the court applies to natural persons only who commit crimes after reaching the age of 18 years, and it is noted that no person is excluded from criminal responsibility because of the official capacity, and the Rome Statute recognized that one of the duties of the court is to adjudicate the most serious crimes, which are genocide, crimes against humanity and crimes War and crimes of aggression. The statute also approved the official languages and stipulated the principle of complementarity of the judicial systems of the court and the state party, and that national criminal jurisdiction always takes priority over the jurisdiction of the International Criminal Court.
