الملخص
تهدف هذه الدراسة إلى إجراء تقييم موضوعي للدور التشريعي والرقابي لمجلس الأمة الجزائري ومدى فاعليته بالنظر إلى طبيعة هذه المؤسسة الدستورية وأسباب ومبررات نشأتها واستئناسا بما استقرت عليه الأنظمة الديمقراطية الغربية من حيث توزيع الوظائف التشريعية والرقابية بين غرفتي البرلمان. This study aims to conduct an objective assessment of the legislative and oversight role of the Algerian senate and its effectiveness, given the nature of this constitutional institution and the reasons for its establishment, and drawing attention to the stability of Western democratic systems in terms of the distribution of legislative and oversight functions between the two chambers of Parliament
