العملات المشفرة وأثرها على سيادة الدول

الملخص
يشهد عالم اليوم حالة من التركيب والتعقيد عجزت بموجبها العديد من الدراسات والتحاليل العلمية في مجال العلاقات الدولية والعلوم السياسية على مواكبتها. ومع بداية التسعينيات وانتشار استخدام الإنترنت في العالم بدأت في البروز ظواهر جديدة عجزت من جهتها حكومات عديدة في السيطرة عليها، أو حتى فهمها في بعض الأحيان. ومن بين أهم هذه الظواهر برزت في مجال التقنية والثورة المعلوماتية ظاهرة العقود الذكية وبالخصوص العملات الرقمية المشفرة كبديل عن العملات الورقية وبديل أيضاً عن العملات الرقمية الرسمية، وبطريقة استخدامها المعقدة لم تتمكن الكثير من الدول من فرض رقابتها عليها وتتبعها. انطلاقاً مما سبق برزت أهمية دراسة موضوع العملات المشفرة وأثرها على سيادة الدول بسبب الانتشار الكبير الذي شهده العالم في استخدام وامتلاك هذه العملات خاصة في فترة انتشار جائحة كوفيد-19، وما صاحبه ذلك من تبعات على الجانب الأمني والاقتصادي وحتى على سيادة الدول. Today the world is witnessing a state of complexity, which many studies and scientific analyzes in the field of international relations and political sciences have failed to understand it. And with the beginning of the nineties and the widespread use of the Internet in the world, new phenomena began to emerge, in this time many governments were unable to control, or even understand these phenomena. Among the most important of these phenomena emerged in the field of technology and the information revolution, the phenomenon of smart contracts, especially crypto digital currencies, as an alternative to old currencies and also an alternative to official digital currencies. But, because of the way of using the ctypto_currencies, many countries were unable to impose their control and tracking on them. Based on the foregoing, the importance of studying the issue of cryptocurrencies and their impact on the sovereignty of states has emerged due to the great spread that the world has witnessed in the use and possession of these currencies, especially during the period of the spread of the Covid-19 pandemic, and the accompanying repercussions on the security and economic side, and even on the sovereignty of states.
