الاليات القانونية لتفعيل المناولة الصغيرة في التشريع الجزائري.

الملخص
ملخص: يعالج هذا المقال موضوع مناولة المؤسسة الصغيرة التي أضحت اليوم تمثل محوراً أساسياً في تحقيق التنمية الشاملة وتساهم في البناء الاقتصادي للدول ، فمن هذا المنطلق بادر المشرع إلى إعادة النظر في القانون التوجيهي الخاص بهذه المؤسسات و اعتماد وسائل حديثة لإرساء منطق الديمومة. إن نظام المناولة يعد الأسلوب المفضل لتحقيق الديمومة المنشودة ضمن السياسة الرامية إلى ترقية وتطوير القطاع، مما يتطلب جملة من الإصلاحات التشريعية والهيكلية لإضفاء أكثر مرونة ونجاعة و ذلك بتقوية فرص الشراكة بين القطاعين أو بين مختلف أنواع المؤسسات. الكلمات المفاتيح: تفعيل- المؤسسة المصغرة- المناولة - الديمومة- الشراكة. Mécanismes juridiques d'activer la petite sous-traitance dans la législation algérienne. Résumé: la sous-traitance de la petite entreprise (micro entreprise) est considéré l’un des axes du développement économique global qui vise à contribuer à la nouvelle construction économique. Par conséquent, le législateur n’a pas tardé à réviser la loi relative l’orientation des pme et à inclure des moyens modernes pour établir l’idée de la pérennisation . Le système sous-traitance est l’instrument privilégiée de densification du tissu pme pour la promotion du secteur , cela nécessite un certain nombre de réformes législatives et structurelles pour accroitre la flexibilité et l’efficacité en renforçant les possibilités de partenariat entre le secteur public et privé ou entre différents types d’entreprise . Abstract: the Outsourcing of the small company, is one of the axes of the overall development within the small company. It contributes to the economic construction of the countries, Reason why the legislator hastened to review the directive law of these institutions and to Include modern means allowing establishing the idea of sustainability The outsourcing system is the preferred method for achieving the desired sustainability in the promotion and development policy of the sector , which requires a series of legislative and structural reforms to provide greater flexibility and efficiency by enhancing partnership opportunities between public and private sectors or between different types of institutions.
