معضلة استكمال الاندماج الأوروبي في ظل تنامي النزعة نحو الخصوصية الوطنية

الملخص

تهدف هذه الدراسة للبحث في العلاقة الجدلية بين تنامي و تزايد التوجه نحو الخصوصية الوطنية في أوروبا و مدى تأثير ذلك على تقدم و استمرار الاندماج الأوروبي - كعملية و مسار في آن واحد- حيث أن تحقيق الاتحاد الأوروبي لنتائج أكبر و تقدمه لمراحل أكثر ،يعني تحول دراسة مدخل من مداخل علم العلاقات الدولية إلى مستوى أعلى من الواقعية و المنهجية. كما أن النموذج الأوروبي تميز بـ عقلية إدماجية ، مثلت جزءا من ثقافته ومن طبيعة بنائه الاجتماعي و السياسي، غير أن التوجه المتزايد نحو تعزيز الخصوصية الوطنية على حساب مبدأ الجماعة ،خلق العديد من الصعوبات و التحديات أمام تقدم الاندماج إلى مراحل أعلى و هذا ما سنحاول التطرق إليه من خلال هذا البحث. This study aims to examine the dialectical relationship between the growing trend toward national privacy in europe and the extent of its impact on the progress and continuation of European integration-as a process and a path at the same time-as the European Union’s achievement of greater results and its progression to more stages, means the transformation of the study of an introduction to the sciences of international relations to a higher level of realism and methodology. The European model was also characterized by an integrative mentality wich represented part of its culture and the nature of its social and political structure. However,the increasing trend towards strengthening national privacy at the expense of the principle of community, created many difficulties and challenges in front of the progress of integration to higher stages.
