تمويل البلدية وانعكاساتها على التنمية المحلية دراسة تحليلة لميزانية بلدية سبدو خلال الفترة 2011-2020

الملخص
تهدف هذه الدراسة إلى معرفة واقع ودور البلدية في تجسيد التنمية المحلية وذلك باعتمادها على مختلف المصادر المالية التي شرعها لها القانون ومعرفة فعالية هذه الإيرادات في إنجاز المشاريع والبرامج التي يحتاجها المواطن ،وقد تمت الدراسة الميدانية على بلدية سبدو ولاية تلمسان خلال الفترة 2011-2020 وتوصلت النتائج إلى أن الموارد الذاتية للبلدية من الجباية المحلية ومداخيل الممتلكات تمثل نسبة صغيرة في تمويل قسم التسيير والاعتماد بشكل كبير على ممنوحات صندوق الضمان والتضامن وذلك راجع لقلة المؤسسات الصغيرة والمتوسطة والتهاون في من طرف السلطات المحلية في إحصاء ممتلكاتها أما بالنسبة للتمويل الذاتي فيعتبر غير مقنع في تمويل قسم التجهيز والاستثمار وأن البرامج المنجزة تعتمد في تمويلها على المخططات البلدية للتنمية. This study aims at knowing the reality and the role of the municipality in the embodiment of local development by relying on the different financial sources wich are legislated for it by law it also knowing the effectiveness of these revenues in achieving projects and programs that are necessary for the citizen. This study was conducted on sebdou municipality tlemcen state during the period from 2011-2020 ,the results of this studyshow that the municipality's own resources taken from local and property income represent a small percentage in financing the department of management wich relies heavily on the grants of the insurance and Solidarity Fund, due to the lack of small and medium enterprises and due the complacency of the local authorities in counting their properties. As for self-financing, it is considered unconvincing in Financing the Equipment and Investment Department, and the achieved programs are financed depending on the municipal plans for development
