الملخص

تشكل نشاطات المنشآت المصنفة في الجزائر ، مخاطر جسيمة على البيئة ، هو ما دفع بالمشرع الى وضع الآليات القانونية والتي تمكن الإدارة من فرض الرقابة عليها. ويعتبر نظامي الترخيص والتصريح والاجراءات السابقة لتسليمهما من اهم الوسائل الرقابية التي تتمتع الادارة بممارستها لحماية البيئة ، وكذلك يعتبر اجراء فرض الضرائب والرسوم والتحفيزات المترتبة عنها من اكثر الوسائل نجاعة لحماية البيئة من نشاط هذه المؤسسات ، وكذا العقوبات الإدارية . The classified facilities activities in Alegria constitute major risks for the environment, this obliges the legislator to enact legal mechanisms so that administrations would be able to survey such activities. The system of licensing and goverment authorization and the pre-extradection proceedings are considered among the most crucial means of censorship that the administation applies to protect the environment , moreover , the proceeding of imposing taxes, fees and incentives are belived to be the most effective means to protect the environment from such activities and prevent administrative penalties on them
