نموذج الولايات المتحدة الأمريكية في إعادة تدوير النفايات لتعزيز التنمية المستدامة وإمكانية إسقاطه على حالة الجزائر

الملخص
ملخص: تهدف هذه الدراسة إلى تسليط الضوء على نموذج الولايات المتحدة الأمريكية في إعادة تدوير النفايات، كأحد أهم الأولويات الإستراتيجيات التي تبنتها جل الدول المتقدمة، كحل وقائي إستباقي للحد من النزيف المتصاعد للموارد الطبيعية والطاقوية وتجنب الكوارث البيئية. وكذا خلق دورة إقتصادية كاملة، وذلك بالإستثمار في معالجة وإعادة تدوير النفايات والإستفادة من مخلفاتها وتحويلها إلى موارد إقتصادية، والذي أدى إلى توفير ألاف من مناصب الشغل وتحقيق أرباحا ضخمة. هذه الدراسة تحاول إبراز جوانب هذه التجربة والبحث عن كيفية الإستفادة منها في الجزائر. إن حسن إستعمال النفايات يؤدي إلى التوازن بين الإحتياجات الإجتماعية والأهداف الإقتصادية والحلول البيئية، مما يؤدي إلى تعزيز التنمية المستدامة التي تعود بالنفع على الجميع أي تفي بإحتياجات الحاضر من دون الإضرار بمستقبل الأجيال القادمة. الكلمات المفتاحية: إعادة تدوير، نفايات؛ تنمية مستدامة؛ نموذج أمريكي؛ الجزائر. تصنيف JEL: Q01، Q53. The United States of America Waste Recycling Model to promote sustainable development and the possibility of its projection on the Algerian case Abstract: The purpose of this research is to highlight the American waste recycling model, which is considered one of the priorities of the strategies adopted by developed countries as a preventive and proactive solution that has helped to stop the increasing loss of natural and energy resources and to avoid environmental disasters. For this reason, many developed countries have adopted the implementation of a new complete economic cycle of recycling waste and transforming it into new economic materials, which has led to the creation of thousands of new jobs and the reaping of great benefits. The purpose of this study is to try to present this model and to see how Algeria can learn from this experience. Good waste management allows access to a balance between social needs, economic objectives, and ecological solutions, which will allow a sustainable development beneficial to all, meeting the needs of today and preserving the future of generations to come.
