بواكير سياسات التخطيط اللغوي عند العرب

الملخص
إذا كان تدخل الإنسان في اللّغة، أو في الأوضاع اللّغوية ليس بالأمر الجديد، وكل ممارساته وما هي عليه من تحديد العلاقات بين الّلغات والمجتمع؛ هي توجه جديد ينتمي إلى مفاهيم حديثة يطلق عليها التخطيط اللّغوي والسياسة اللّغوية. وهي بهذا لا تغطي جل الممارسات اللغوية القديمة إلا بالقدر اليسير. والحال هذه تأتي الدراسة لتقف على مدخل تعريفي للتخطيط والسياسة اللغويين وتحدد العلاقة بينهما، ثم لتبحث في العلاقة بين التخطيط اللغوي و اللغة العربية قديما، وأثر ذلك على استقرارها واستمراريتها. من خلال طرح تساؤل رئيس : هل يمكن أن نعتبر ما قامت به الأمة العربية قبل 15 قرنا من الزمن من توثيق للغة العربية هو باكورة من بواكير التخطيط اللغوي عند العرب؟ وما أثر ذلك على الواقع اللّغوي الآن؟ If human intervention in language, or in the linguistic situations is not a new notion, and all his practices characterized by identifying the relationships between languages and society‚constitute a newtrend which belong to new concepts called linguistic planning and linguistic policy. Thus‚ they cover only small areas of the old linguistic practices. The present study aims at providing an introductory difinition of linguistic planning and policies‚ and identifying the relationship between them. Moreover‚it investigates the relationship between linguistic planning and the arabic language in the old days‚ and the effect of all that on its stability and sustainability‚ through a main question: Can we consider the documentation of the arabic language by the Arab Nation 15 centuries ago en early manifestation of linguistic planning amongst the Arabs? And what is its effect on the linguistic reality now?
