البحث العلمي في فلسطين: الواقع، التحديات، الاستراتيجيات.

الملخص
الملخص: هدفت الدراسة إلى التعرف على أهم ملامح الواقع الراهن لبيئة البحث العلمي للجامعات والمراكز البحثية الفلسطينية من خلال دراسة البنى التحتية وما يتصل بذلك من جودة النشر العلمي، والمشاركة في الفعاليات والمؤتمرات والندوات العلمية، وإنتهاءً بمدى جدية صانع القرار الفلسطيني في تحسين الواقع التعليمي من خلال تبني استراتييجة التحفيز للكوادر العلمية حتى يكونوا قادرين على الإنتاج العلمي بكفاءة وفعالية. ومن أجل تحقيق هدف الدراسة اتبع الباحث المنهج الوصفي التحليلي إستناداً إلى الدراسات والأبحاث العلمية والإحصائية ذات العلاقة بمشكلة البحث، ومن ثم التحليل الشامل لمحتوياتها بهدف استنتاج ما يتصل بمشكلة البحث من ادلة تبرهن على إجابة أسئلة البحث. وقد توصل الباحثين إلى عدة نتائج للبحث لعل أهمها: تميزت بيئة البحث العلمي في فلسطين منذ نشوئها وحتى الأن بإعطاء الأولوية للباحثين والأكاديميين لإلقاء المحاضرات والتدريس الجامعي بدلاً من تبني فلسفة البحث العلمي، علاوةً على غياب المناخ الأكاديمي المشجع والمحفز على تطوير البحث العلمي لتلك المؤسسات التعليمية ممًا ساهم بشكلٍ أو بأخر في انخفاض الكفاءة العلمية لإعضاء هيئة التدريس والباحثين العاملين في تلك الحقول العلمية، إلى جانب سياسة الإغلاق والحصار التي فرضتها "إسرئيل" على الأراضي الفلسطينية والتي أدت إلى منع بعض الباحثين من السفر أو المشاركة في الملتقيات العلمية خاصة الدولية منها، فضلا عن السياسات العلمية البحثية التي تتبعها الجامعات في الترقية وتوجيه البحث العلمي والتي كان اخرها التوجه الى الابحاث المنشورة في المجلات ذات معامل التاثير العالي مما اضر بالبحث العلمي في العلوم الانسانية، وشغل الباحثين في البحث عن مجلات تقبل ابحاثهم بدل الانشغال في البحث العلمي المصوبّ تجاه معالجة قضايا المجتمع والتنمية. Abstract: The study aimed to identify the most important features of the current reality of the scientific research environment of Palestinian universities and research centers through the study of infrastructure and that belonged to quality of scientific publishing, participation in scientific events, conferences and seminars, ending the seriousness of the Palestinian decision-maker in improving the educational reality through adopting the incentive strategy for scientific staff so that they enable to scientific production efficiently and effectively. In order to achieve the goal of the study, the researcher followed the descriptive analytical approach based on scientific and statistical studies and research related to the problem of research, and then a complete analysis of its contents in order to estimate the research problem and the evidence that proves the answer to the research questions. The researchers have reached several results for research, perhaps the most important of them: the scientific research environment in Palestine has characterized from its inception until now by giving priority to researchers and academics to lecture and teaching in the universities instead of adopting the philosophy of scientific research, in addition, absence of an encouraging and stimulating academic environment to develop the scientific research of these educational institutions, which has contributed in one way or another to the decrease in the scientific efficiency of faculty members and working researchers in these scientific fields, as well as the policy of closure and siege imposed by "Israel" on the Palestinian territories, which led to the prevention of some researchers travel or participate in scientific meetings especially international one. In addition to the scientific research policies pursued by universities in promotion and guidance of scientific research, the latest one was publishing researches in journals with high impact factors, which caused damage to scientific research in the humanities, and the researchers were busy in searching for magazines that accept their research instead of busy in scientific research aimed to treatment the issues of society and development.
