جزاءات مجلس الامن في ظل المتغيرات الدولية

الملخص
أدى انتهاء الحرب الباردة إلى إحداث تغيرات على المستوى الدولي وبروز معالم نظام عالمي جديد ،انعكس بدوره على هيئة الأمم المتحدة وعلى عمل أجهزتها وخاصة على أداء مجلس الأمن في مجال توقيع الجزاءات الميثاقية على الدول التي تهدد السلم والأمن الدوليين ، وبذلك ظهرت مقتضيات وموضوعات جديدة لم تكن بارزة قبل انتهاء الحرب الباردة ، تمثلت في ظهور موجبات جديدة لفرض الجزاء وعلى رأسها موجب انتهاك حقوق الإنسان وموجب حماية الديمقراطية وظاهرة الإرهاب وانتشار أسلحة الدمار ، دفعت بمجلس الأمن للتوسع في تدخله لتوقيع الجزاءات الدولية واعتبارها تهديدات جديدة للسلم و الأمن الدوليين . The end of the Cold War led to changes at the international level and the emergence of the features of a new world order, which in turn was reflected in the United Nations and the work of its organs, especially on the performance of the Security Council in the field of imposing charter sanctions on countries that threaten international peace and security. Prominent before the end of the Cold War, it was represented in the emergence of new obligations to impose sanctions, on top of which is the obligation to violate human rights and the obligation to protect democracy and the phenomenon of terrorism and the proliferation of weapons of mass destruction, which prompted the Security Council to expand its intervention to impose international sanctions and consider them as new threats to international peace and security.
